Packet loss means some data sent never arrives. A small percentage sounds harmless and is not: applications that guarantee delivery retransmit and slow down dramatically, and applications that do not simply lose whatever was in the missing packet.
TCP interprets loss as congestion and reduces its sending rate. Even a fraction of a percent of sustained loss can cut achievable throughput on a long path by a large margin, which is why a connection can test at full speed locally and transfer files slowly to a distant server.
Voice and video do not retransmit — there is no point, because the audio would arrive too late. Lost packets are concealed by the codec up to a point, then become audible as gaps or artefacts. Roughly one percent sustained loss is where most listeners start to notice.
Loss usually happens where a link is saturated, which is often the customer's own upstream during business hours rather than anywhere in the provider network. Measuring loss hop by hop toward a known destination narrows it quickly, and it is worth doing before escalating — the answer is frequently a local congestion problem.
A meaningful share of loss investigations end inside the customer's own equipment: a duplex mismatch on an access port, a marginal optic or patch lead, an undersized firewall dropping under load, or a wireless segment somewhere in a path assumed to be wired. Testing from the demarcation point outward separates the circuit from everything behind it, and it is the first step worth taking before escalating.
Packet loss is the metric that explains the gap between advertised speed and observed performance. It is also a standard element of a service commitment, alongside availability, latency, and jitter, and should be one of the numbers you check in an agreement.
